I know a number of grads who have come out of uni with a Bachelors degree and are stuck in jobs they have had to take due to lack of opportunities. Offering apprenticeships to grads – who have already proven their work ethic by getting thier degree – is the way forward, with particular focus on technology development. Low cost, potentially great benefits.
